OVERSIGHT

Appraisal districts in Texas are tested on an annual basis by the Property Tax Assistance Division of the Texas State Comptroller. These tests look at a district’s operations and values to ensure that the agency is accurate and meeting its state-mandated goal of appraising property at 100% of market value.

The results of TCAD’s most recent reviews are listed below. In addition, TCAD has also been the recipient of numerous recognitions and awards for its work serving Travis County taxpayers.

Property Value Study (PVS)

Appraisal districts are required to appraise property at 100% of market value as of January 1 of each year. The Property Value Study, also known as the PVS, is a study conducted by the Texas State Comptroller to ensure that appraisal district values are accurate. In order to pass this study, an appraisal district must be within a 5 percent margin of error of the Comptroller’s determined values. Failing the PVS study two years in a row results in local school districts receiving less state funding for public education.

TCAD’s most recent PVS study was conducted in 2022. TCAD’s values were determined to be valid for all school districts in Travis County.

Methods and Assistance Program (MAP)

By law, the Texas Comptroller of Public Accounts – Property Tax Assistance Division reviews appraisal districts biennially as part of the Method and Assistance Program (MAP).  The review includes the appraisal districts’ governance, taxpayer assistance, operating procedures, appraisal standards, procedures and methodology.

TCAD’s most recent MAP review was conducted in 2023. TCAD passed all mandatory requirements and scored Meets All (the highest rating) on all categories of appraisal district activities.
